Hello I am wanting my menu that I have made up in my code pen I am trying to make that responsive can't seem to get it to drop down. in responsive view.

What I need done is.
(1): To make my responsive menu part work.
(2): To make toggle open and close using :target
(3): When is in responsive view make the li a to have darker background and if parent has sub categories to make them parent collapsible.
