Mobile app for my construction materials supplies business

I am looking to have an app developed for both iOS and Android platforms that is specifically for my construction materials supplies business. The app should include features for delivery tracking, and I already have a specific design in mind.
My hope is that the freelancer I hire can develop an app that is tailored to my particular needs and provide an intuitive user experience for customers. I will need them to build the UI/UX as well as program all the necessary features into the app so that it is functional and stable. The app should also be deeply integrated with my business operations.
The following features of particular importance to me.
the app should have much more than the delivery feature. It should have the following features: 1- Request quotes, place bids on used materials, open a freelancing job related to construction, in addition to chatting between clients and suppliers, delivery tracking in addition to being able to retrieve reports.
Finally, I will need the freelancer to thoroughly test the app prior to the release so that any bugs can be addressed and fixed.
