White SEO vs bad articles about a business (RFP-JH-001)

Greetings Freelancers,
We need a team or individual to help us with a project. There are some negative articles about our client and we want to push them down with our positive content. Here are the things to do but these are not limited to what can be done. We expect suggestions from such professionals like you:
Negative Content Strategy
To be able to push the negative results down, the keywords which brings up these results need to be targeted with a SEO campaign. As organic Google search results cannot be manipulated with money, it needs to be done with a strategy. Here are the steps:
1. Find all negative article results
2. Find the keywords bringing out these results
3. Create a mobile friendly blog with up to date articles, news related to the company and person
4. Find the websites where positive articles can be posted, best would be news / press related websites.
5. Use the keywords found in #2 to create these articles and blog posts.
6. Optimize the new blog with relevant keywords and content and submit to Google Webmasters
7. Create multiple smaller (feeder) sites about specific events and fill them with relevant content and keywords.
Please check #7 as well, we can install the sites, but you will be optimizing and posting to each of these sites. Here are the things we will provide:
1. Hosting and feeder websites
2. Access to Google Analytics
3. Good quality content (we have top of the line writers)
4. Base keywords and bad article links
