Code a small javascript function for a footer/translation (the translation is given as excel)

Hi everyone.
Small javascript function here.
So I have a footer with 4 links:
"Contact us", "Support," "Newsletter", "change language".
I would like the following:
*on a mouseover event over the link "change language" i would like that a scroll menu with the name of 55 languages appears (the languages are given as part of the excel spreadsheet)
Once one of the 55 languages is selected, i would like that the 3 names in the footer change to be in the given language.
I give you three files:
the html footer, the css style sheet and an excel spreadsheet containing the name of the languages + the translation of the word Newsletter in all these languages. (I did not look up the translation for the other links and so i have put numbers instead .)
So basically for example if the language Danish is selected the footer has to look like that:
nyhedsbrev , 12, 112, 212. And so the translation needs to respect what is given in the spreadsheet for the given language.
Instantiate a table in javascript containing the translation so that once i have the translation of the other words i can change it easily.
So this should be a pretty easy function should not take more then 30 min.
