Web Site Project (Front-End only)

I need a Front-End and Graphics Developer to create the Front-End part of a Web Site from an idea whose architecture and graphics are already done by me.
The developer will have simply to create the code to make it "alive" with the characteristics that are already very clear and already present in some documents.
The Back-End, instead, is already assigned to another Developer which the candidate will collaborate with.
It is required to be able in using:
• HTML 5
• CSS3
• Architecture REST
• Javascript
• JQuery
• AngularJS
• Ajax
• UX / Usability Responsive Web Design
• SEO PLACEMENT
• Cross-Browser / Cross-Platform development
• API HTML5 (Git / GitHub / CVS / Subversion)
• C# or JAVA or PHP
• Photoshop or another graphic software
To have an idea about the dimension and the kind of functionalities of the website you can take [login to view URL] as example.
The right candidate will have to pass a very little test paying attention to what is written here. Candidates who are not going to follow this will be rejected.
He will have to create a page equal to the picture uploaded here and create about it the following functions:
1) rotating 5 images of 5 cities views downloaded from internet automatically each 3 seconds with dissolving effect;
2) rotating flag languages by click on the arrows;
3) changing the sentences in relation on the click of language;
4) showing the list of all the countries of the world once click on the arrow in the box;
The candidate that accept to try to do this test has to write his name and “Test Accepted”.
The result has to be sent as a link here on the freelancer’s chat.
The result will be evaluated in this order of importance:
1) time necessary to see the page once clicked on the link received;
2) compliance to the picture and the requests of the test;
3) time spent since the candidate accepted the test till he sent the link;
Once I select him, we will do a video interview and start the project.
We will accord if giving him each day a part of the job and paying him straight for that part or just two times of payment, in both of cases, once I approve the job.
This is the first project of many others I have.
The goal is to find a right candidate to finish this project as soon as possible with an excellent quality and with whom collaborate also in the future.
