Video hosting website + online shop

I'm looking for a person or a group of developers who will be able to create and possibly support a video hosting website (not sex related) with some simple online shopping functionality.
I'll provide the successful bidder with detailed description for every page and it's functionality.
Visitors of the website should be able to create an account and upload video clips.
Video clips will not be available on website until approved by webadmin.
Online store will have a few items with payments via PayPal.
I also would like to have an option to host advertisement from other websites/providers.
The payments for the project will be done in three parts, 30% - when your site concept is approved, 30% when test version is ready and the rest when site is in production.
All copyrights for the website and it's content must be transferred to me at the time of final payment.
Please do not bid for this project if you don't have experience in any of the functionality listed above or if you are not comfortable with payment terms or other conditions.
