Modify small banner to be used as signature

Hi,
My designer got sick and I need this small "favour" for our clan. I know that this is a 5 minute job for someone who know how, but I am rather a programmer. Ok, long story short.
I have a banner in Photoimpact format

It needs to be croped as the attached "Weiterleitung.jpg".
It also needs to be modified in the following way ; Additional to the current text, there will be a new text as well in form of a clan member's name. I don't know in which way yet, maybe you can make a [login to view URL] important thing is that the current text and the new text will be displayed. The old text can fade out, the new can fade in (loop) or the globe spins and the old text fades around the globe out and the new fades around the globe in again.
The catch : it has to be as small as possible, it has to be in animated .gif and in 400x100 to be used as a signature.
The text should be easily to change as I would like to use it for other clan members as well .. Either by script or instructions how to do it with either program. Please make a reasonable bet as I know this can be a 5 minute job for a professional ...
In the link above you'll find the Photoimpact file. The fonts will be send to the person who will do this for me ..
