Excel VBA expert needed

We have a folder structure with around 20-30 subfolders containing numerous excel files and jpgs in each.
The task is to analyze the folder content based on folder name (and parts thereof), number of files, change date, and data within the files. 90% is a direct cell value, but some info needs to be calculated (like number of characters in a certain cell range).
The VBA should go through the folder structure and write some 10 – 15 key info in a separate Excel file (in a table structure). The structure is user and day, i.e. we need to now the number of certain files meeting certain criteria at a given date.
On a new run eg 2 days later, any changes of users to the files in the folder structure should generate an updated table with new key data.

Budget is 50 to 70 USD.
