Wallpaper Engine; if you don't know what this is, this is a Steam app that is coded in C++ and Visual Studio that allows people to download live (video) wallpapers and run them on PC.
I'm looking for someone who would be able to build an application sort of like this but more simple to run video wallpapers chosen from a simple downloaded library.
There are specific features I like in Wallpaper engine like gpu vs cpu rendering, minimum and maximum frame-rates, low vs high quality video and monitor layout settings that would be a pretty nice thing to have built in for functionality.
The key is to have the video wallpaper software running in the background with minimal cpu/gpu usage.
