Computer vision (board game position recognition)

I'd like to build a computer vision app/API that takes a photo of a "go board" (you can google example images) and returns a game position in some format (for example 19x19 array where each cell is filled with a symbol corresponding to white stone, black stone or empty).
Note: it's not that easy given that board might be at different angles and they look a bit different.
Completed project will contain:
- program (python or java. java preferred) that takes image file as an input and returns a corresponding game position (we can discuss the format).
- source code. Please keep it clean and add comments where appropriate.
- high level description of how it works so I can maintain/change the project going forward.
- training data that was used to train models.
