WCF web service Rater

I have a web application that takes input from sql tables, displays a list and allows the user to select an item from the list.
What I need is someone who can help me put this code into a WCF web service, and pass the results to the client in XML and help me get the service running in IIS on my web server.
I would prefer someone who can skype with me as we connect on teamviewer so we can discuss as we work together on it. This is just as much training for me as it is getting the project done.
To recap:
1) Take existing code, that produces a dataset and convert that data into XML
2) Set up the service with calls to hand back the XML
3) Implement the service in IIS on my server
3) Tweak the Web App to call the service and make sure it is running on my IIS server as well.
I am hoping to find someone from INDIA who will work by the hour for a very low (in terms of USD houly rate). I will have other projects that I will need help on as well in the future including some that I may just turn over completely to the right developer. I am looking to build a long term relationship with one or more developers who can work on occasional projects. THANKS ALL!
