Designing responsive HTML5 banner template

We are in need of someone who is capable of designing a responsive banner template that adapts to the width of the iframe it's displayed in.
An example of a similar banner template we had in the past is attached – example-code.html. It's just for example purpose, the banner is very different from what we need. You can see a demo of the different sizes of the banner here – using only one code that adapts to the sizes that it's shown in: [login to view URL]
We need the banner to look like the demo pictures attached ([login to view URL], [login to view URL], [login to view URL]). The text inside as well as on the button is supposed to be just placeholder text (we will change it variable depending on the ad content). It is necessary for the banner to adapt to any size it is displayed in and be shown in a way that is good-looking (not glitchy) for the visitor.
We will need it to be able to adapt to the following formats: Vertical, horizontal, box and stripe (similar to Google Ads). It can be 4 different versions if it's not possible to have it in one file.
