Interface with a Relay Board via Serial with Local Webpage

We are using this relay board:

We would like to control the relay board from a local webpage (html front end). The front end can just be a simple list of relays 1-16 with an on button and off button to send the commands
Commands for single relay setting:
"01+//" - Relay 1 is switched ON
"01-//" - Relay 1 is switched OFF
"02+//" - Relay 2 is switched ON
"02-//" - Relay 2 is switched OFF
......
......
"16+//" - Relay 16 is switched ON
"16-//" - Relay 16 is switched OFF
There are some VB examples as well there if you would like to go that route.
You will have full remote access to the local machine connected to the relay board to test.
