Need to make a small animated gif from image

I am looking for a freelancer who can create a small animated gif in the style of traditional 2D animation. The gif should loop continuously and will be used on a website.
Skills and experience required:
- Proficiency in traditional 2D animation techniques
- Ability to create smooth and fluid animations
- Understanding of gif file formats and optimization for web use
In the attached image, the following animation steps need to happen:
1) Partial query is sent from he engine to storage
2) In the storage layers, out of many scrolling zeros-and-ones (bits) some 5 bits are selected (color could change).
3) Those selected bits are put in a rectangle and sent back to the engine.
Repeat.
