Finish a hybrid app by completing in-app purchase

The developer working on my app is not able to complete it for personal reasons. The app is fully functional except for the in-app purchasing. In order to complete it I am looking for a developer who is experienced in phonegap/cordova with angular.js and in-app purchasing (for non-consumables) to finish the app for both ios and android. The UI is onsenui, but this is an optional skill. The the project handover includes source code, [login to view URL] , private keys for App Store and Play Store, Google API Console account for Push-Notification). I would like the new developer to look at all the handover materials to confirm that he/she has all the necessary source code and other materials before we make a hire. I am not interested in hiring anyone who will say that something is missing from the handover materials after they have been hired and that they need to recode the app or anything like that. The app is already fully functional (except for in-app purchasing) and it has already been tested. I would like the new developer to work towards milestones and to let me know the completion date and the price. It is a requirement that the new developer hands over the source code and all the other stuff for the project before final payment is made. What is most important at this stage is that the app is finished properly as soon as possible. If the person can also complete it for windows store/windows phone after doing it for ios and android that would be ideal, but if such a candidate cannot be found then I will make the windows store/windows phone a separate project with another developer. Please state whether or not you have windows store/windows phone experience and if your bid includes windows or not. A beta test app is already loaded into ios and there is an android apk attached so you can see that the app is nearly finished except for the in-app purchasing.
