APP notifcation php

I have an app, which runs off a PHP page - and I use one of those platforms that integrate an androi browser to make a google play compatible app.
What I need is to send, at certain intervals, notifications to users who have downloaded the APP, but when accessing the notification, they go to the app, and not to the website.
Is there any viable application for this for my case.
My page has 9 hours during the day where we have a grid of services - I would like notifications to be based on that.
