Customize a File Server Plugin for Wordpress

We are a small publishing company and need a way to distribute proofs to our clients.
We have about 3,000 clients and each has a unique client ID number. We make custom PDFs for each customer with their ID number as the file name.
We need a way for users to input their ID number and the system will allow users to view/download their proofs.
Login is not required.
We have a current working solution, but we are moving our entire site to Wordpress and need a solution for that platform. I will provide URL to current system to interested applicants.
