Convert a Template to a Website

So basically we have a html/css/js template that needs to be turned into some sort of single page website that allows to make an order.
The website is selling sandwiches, fried chicken and some beverages.
The template we have at the moment needs to be modifie to fit our needs.
So, adapting the existing html/css/js to our needs is an option, but putting it on top of some CMS would be a plus.
