Transcribe 10 hours of low quality, English vocal recording

This project involves transcribing audio recordings (around 10 hours) made during a recent conference. To be successful, you must have an excellent grasp of the English language and be able to understand STRONG Australian Aboriginal accents.
We have 38 hours in total and will be selecting 4 providers to work with (unless you make an extremely good case for being awarded the whole project).
Audio must be transcribed to separate text documents (one for each audio file) and supplied in one of the following formats:
- Microsoft Word 2003, 2007 (preferred) or 2010
- Open Office Write
- Rich Text Format
- Plain Text
Finally, the files are in WMA format and audio is very poor quality. Voices are muddy and there’s a lot of clipping. Please find a sample audio file attached.
When bidding for this project, please include the name of one of the speakers on the audio file so I know you’ve not only read the project, but have listened to the sample.
TIME LINE:
We aim to pick a winner and start this project Monday afternoon, Australian Eastern Summer Time. The project MUST be finished by 19 December 2010 (again, AEST).
IMPORTANT:
The idea behind tendering this task out is to save my team time (we’re flat out, plus we're software engineers, so transcription really isn't our thing). We will be checking every word of every file. If too many corrections need to be made, deductions for will be taken from your fee. Please do not bid if you are not extremely confident you can pull this off.
