Convert HTML site into CSS site

I have the website written directly in the html (using html tables). I would like it to be converted to an CSS style website and remove all the formatting errors. The website uses PHP and mySQL code. The website has about 20 pages.

You have the responsibility of ensuring that you understand the scope of work.
The purpose of this task is three-fold:
1. Make the code more manageable, remove all html tables. Remove user-interface bugs.
2. Improve page load times and improve performance (reduce the number of HTTP calls).
3. Most important, improve the look and feel. At this point, there are so many places where there is no style (such as error messages), text is shown in times new roman, etc. Make the site look very consistent and professional.
INTERVIEW QUESTIONS:
1. How long will you take to convert you to write the CSS for the entire site ?
2. How much will you charge for total site ? All the pages need to be converted from HTML to CSS.
3. Will you be able to integrate the new CSS code into the site ?

RESPONSIBILITIES:
1. Convert html code to css stlye
2. Integrate the CSS code to the PHP code on the test environment.
3. Test the application to ensure that there are no bugs. I will also test it.
4. After testing, move the code over to the production site.
5. Ensure that there are no bugs (software works as-is).
I don't want to change the design or the look-and-feel at this point. Just want to change the underpinnings.
