I require a visual component written in C# that will recognize any single handwritten Chinese character written inside it via a mouse. It should provide a method to get the character (as text) corresponding to the strokes that have been written. It should also suggest partial matches.
A wrapper around a third-party library is acceptable under certain conditions.
## Deliverables
I require a visual component written in C# that will recognize any single handwritten Chinese character written inside it via a mouse. It should provide a method to get the character (as text) corresponding to the strokes that have been written. It should also suggest partial matches.
The source code must be written in C# (3.5) and compilable under VS 2009.
The component is required to work for simplified Chinese only, but having the ability to work for traditional Chinese characters will be an advantage.
The component can be implemented as a wrapper around a third-party library, but any such third party library must conform to the following:
1) It must not have a royalty-based license.
2) It must be deployable by a simple file-copy. ActiveX or COM servers that require registration on the client machine are not acceptable.
3) I must be able to use the library (as a trial, or whatever) to test your component.
4) I reserve the right to reject any solution that uses a third-party component if I am not satisfied with any aspect of that third-party component, including performance, price or license conditions.
