Develope a new Theme (Smarty) from existing Theme for a Job Website

I have already designed my website design and converted it into a html with validation, now the next step is to make a theme from that design by looking at the current theme.
if you look at the current theme its based on PHP-Smarty Templating system, Its pretty straight forward most of the times just need to replace the smarty tags with the new design.
however bit of small small changes you may be have to do with the new theme,
i.e i want job apply button to be slide down rather than a popup ...etc.., you many have to put new styles into inner pages and design inner logins.. as the design is only for the front page.
