Build Classifieds-style 'Offered-Wanted' website

I need a site built similar to Gumtree- an easy to use website where users can post 'wanted' ads but must also 'offer' something in return. It is a non profit community site. There must be regional groups and a search facility for 'offered' and 'wanted' categories. Users should be able to private message each other and rate each other. I would like ideally to be able to manage basic elements of the site after it is created. If there is a software I need to purchase I would consider this. Please contact me if you can do this.
