Auto Dialing Software

I'm looking for a software program that runs on windows that is an? auto dialing system. I need it to be able to dial & leave a voice mail on about 100 telephones per hour. I'd like it to then be put on a hard disk & sent to me so I can install it on my computer & test it. It needs to support VOIP & SIP.

I'll need an easy to use excell spreadsheet interface.

I have very little experience with this kind of thing so the software program must be so easy to use that? anybody can install it & begin right away. I'm also not sure what something like this would cost so I need help in where the bid price should be so I know if I can afford it or if I need to modify whats required to an affordable project for me & a coder.
