asp.net editor user control in .net needed

Enclosed is the details for the requirements for the project. This can be done in any language as long as the final results is the .net assembly user control. Must be compatible with Visual [url removed, login to view] since I will be using it in there. Must be able to load documents quickly (even if there are over 1000 lines of code for a document). Also enclosed is the previous version of the control that was a COM object. That can be used as a reference so you will know what I am asking for since the final results need to be the same but instead of using it for regular asp pages with com objects, this will be used for asp.net pages with the .net assemblies. I will not accept any third party programs or components for this so please do not suggest this.
