A new website test project for a long term relationship

I am looking for the cheapest but most well deserved service providers (individuals/companies) to delegate my websites to. This is a test project to test your skills, this project will go live on one of my domains, and after successful completion the service provider will be delegated with many future projects. More specifically, 3 more to follow.
Deadline: To be submitted within 15 days after awarding (weekends/public holidays included)
Note: Companies applying should make sure, the developer is available to report to me directly via skype, I need no middle man!
Scope of the project:
Psd for the outer layout of the site will be provided to code.
The functional (after the client registers and logs in) details are briefly mentioned here:
Web development services provider platform, where clients can come, get a quote, order their work, track the progress, be able to chat with the person working on their project, and get the work done. Safe means of payment, safe means of ordering & handling confidential client information to be implemented. However, as compared to WHMCS and [url removed, login to view] the website would be very much restricted to accepting its own orders, hence not a very massive project.
Requirements:
Should be cross browser friendly
Should be Search Engine Optimized
Google Analytics should be available for the site
Should have facebook, twitter & linked in as alternative/quick way to register for client
