Adding Terms & Conditions AND ETA calculator to Checkout process

I am the owner of a small made-to-order clothing line based out of the USA. We have been generally successful since our launch, however, the number one issue plaguing us is poor client relations and our order process -- the clients do not know that orders are handmade and neglect the time it takes to produce the items. In order to minimize client service inquiries and improve communications with our clientele, we would like to add 2 pages to the order checkout process.

-The first page is to be added before the client is redirecrted to paypal, this page will be a simple page that requests clients accept our terms and conditions.

-The second page is to be added after the checkout process, and is a bit more complex. Upon placing their orders, we want clients to have estimates of the following: when their orders will go into production, when their orders will complete production, and when they can expect their orders to be shipped. These dates are to be provided for a best case scenario and a worst case scenario.

We have all the necessary information for the first page, we simply need to add it to the checkout process. For the second page, we need help developing the functions and code as well as implementing them into the order process.
