Developing a Chatsite - repost

I would like a have chatsite thats based on php and javascript.
It must be fully in the Dutch language. For translation you can ask me.
Here is a small list wich I wan to integrate in the chatsystem:
- A small logo and a place to put a [url removed, login to view]
- Sort by Province and Real Distance (not a Radius) (people can choose where they are on a map and from there the system must let see who is nearby)
- IPadress Ban option
- Send Pictures
- Private webcam button
- And an option by login where people can use a profile they have on my community (already online - adult content)
I hope you can tell me if you can realize it for me.
My budget is not too big and the project don't has a hurry at this moment....because of the research of other things I have to do
