Apply html template to Joomla

We have an html layout (images, css) from a web designer and we'd like to integrate it to a joomla template (preferrably latest version). The layout applies to the front page, but the same styling and images will be used on all other pages (files, news, polls etc). Forum layout integration is not required as we will be using vbulletin. The template must render correctly in all three major browsers (ie, firefox and opera). The current html file is using tables. We would like a css implementation (meaning using tables only where it's absolutely necessary). Css should validate (if possible the html also). We can be in constant communication for various aspects of the layout (through rendacoder).
## Deliverables
First deliverable will be the front page so we can evaluate your work , and then the rest of the template. If possible we can arrange a 50% payment for the first deliverable, and the full amount when the work is finished.
