Computer Aided Dispatch System

Looking for a talented developer to create a simple computer-aided dispatch system with two main components. (1. Central dispatch system, and 1. Geo-location enabled mobile application).
The central dispatch system will have the following capabilities:
- Use google maps to sync with mobile apps and track their location
- Allow operator to input information and send push message to mobile app user
- Allow chat between operator and mobile user
- Google map interface to search and pinpoint specific locations
The mobile app will be very simple and will have the following capabilities:
- Ability to receive push message from central dispatch and mobile device in real-time
- Ability to respond to push message and accept or decline requests
- Broadcast real-time location to central dispatch
The project must be completed in two weeks maximum. Therefore it's better if you have a large team. Please don't respond if you're a single developer, we need a team to work on this.
