Colorize grayscale images - SELECTIVE COLOR CORRECTION

Where can I find a component that will let me change a grayscale image into shades of red or blue or any other color?

See the attached images for examples of what I want to do.

I want to be able to make the changes via ASP.

This feature is called "Selective Color Correction".

I am looking for:

1. A component that can be run from ASP code that does "Selective Color Correction".

2. Some way do to selective color correction on vector images.
