Active software layered transparent on desktop - what language? .NET or C++ ; want to utilize MS apps with it

Hello everyone!
I am new to this site. I had a question on what sort of programming language and other technical knowledge is required to create a software capable of this:
- Have itself active and running layered _onto the desktop_ where the program items are _CLICKABLE_ without interfering the regular desktop icon
-Have the software _transparent_ except for the _clickable objects_ on the desktop
-Program options and menus are available through system tray at bottom right)
-Having the ability to _link to MS apps_ ; ie Outlook (emails or appointments, etc), have this _information displayed on the program_ layer on the desktop (transparent style)
I have 2 friends offering advice on what language to use. Please tell me what you think!
One friend says you should use .NET Visual Basic, especially for linking with MS apps.
The other friend says C++ is the language you want to use for such purposes. He also said stay away from JAVA for this type of software otherwise problems may occur.
