I want to create a high quality game to start somewhere to hire for expensive but i dont have a high budget.

but better gameplay. This guy i know him he created it for $1.5k last year but he never knew how to finish it off. so he released it with bugs and wouldn't allow anyone to help him. very weird as his lap doesn't even work, no ads. i dont understand how his making money at all.

Anyway can we create similar but way nice and smoother, bug free etc...

And have same features with google leaderboard, apple gamecircle. I want the game to have nice city graphics like his game.
