Rebuild image filter to android

We are building an OCR application of android. For this we use the Tesseract OCR engine in combination with some image filters from Leptonica. We have seen that the leptonic a image filters are not always optimal and are therefor looking for someone who can rebuild a jimage filter towards android including the necessary parameters. The result can be open source without a problem.
The filter that has to be rebuild to android is the "Normalize Local Contrast" and "UnsharpMask" filter from the Fiji project.

We don't want to use the frameworks from OpenCV or anything else, so it should be a standalone filter.
