Facebook application - Like My Business

I need a Facebook application that allows users to 'login' and 'LIKE' different business' fan pages, and receive a payment per 'like'.
Businesses could register in the app and say they want users to like their page.
Each time a user likes that page (from the app) the user can be paid a certain amount i.e. $[url removed, login to view]
Is this possible to build in a Facebook app?
Could businesses when they register, SPECIFY the kinds of people (from country, age, interests) they are looking for, and then only THOSE people can view that entry, and only THOSE people can like that page?
The app should take a 20% margin on each transaction.
Is this possible to do?
