Back link building for clients

I own and operate a small web design company in New Zealand and I am looking for a sub contractor to work with my web design business and create back links for my clients. This is an ongoing monthly role, with the numbers of hours varying from 4-10 per month.
For this role you will need to have experience in creating back links and knowledgeable about SEO and have English as your 1st language.
Just a confirmation about this project;
1) It is ongoing (monthly) contract not a one -off
2) It is for a range of clients (more than one) each with 3 key phrases minimum per client
4) You will be required to report your links built on a monthly basis per client (entered via online software)
5) All clients are New Zealand based websites and results will need to target google.co.nz as well as other specified international search engines
6) Each client signs a 12 month contract so the work will fluctuate as some finish their 12 months and new clients start.
7) We are wanting relative good quality industry specific links for each client, quality is better than quantity
8) We are wanting these to be manually created (no automatic software)
9) As this is an ongoing contract we require a money back guarantee - if not successful in increasing rankings on the specified search engines you agree to refund the entire cost of the contract (on a client by client basis) as we already offer this to our clients.
