Compare the service provider site

After 18 months he still didn't finish the project he said it would be completed in 2 months. He made at least 25 different promises to finish in the next few days saying he was practically finished he told lie after lie about completion dates. He told he had done the database associated with project, I paid him his milestone payment but it was useless. The impression I get is he is scamming people out of money. He did not complete at all it is NOT that I was not happy with what he produced
