Migrate CodeIgniter application into ExpressionEngine

NeoffStudio is an IMPOSTER!! He basically takes your money and flees! He bidded on my project; I've asked him if the project was clear, and what problems he foresaw. There was no problem so i deposited EUR25 for him to start. After the deadline passed i got a message that the amount he bidded for wasn't enough for this project. I asked him why he bidded for that amount in the first place, if he forsaw no problems?! Then i asked him what the amount was what he had in mind. NeoffStudio responded by departing the project and to keep my money (EUR25 euro) in his pocket!!
