1. Windows User runs an application with a GUI (no command prompt windows). The program checks for Admin or tries to run as Admin and provides messaging to the user as necessary on startup.
2. User is presented with 2 radio buttons: EAST, WEST. The current state is selected (i.e. if currently East, then default is East). User must choose one and only one option, then clicks OK.
3. The program kills some other programs (e.g. [login to view URL])
4. The program sets Registry key HKLM\...\Server = [login to view URL]
5. The program changes a text file C:\...[login to view URL] and replaces SERVER=EAST with SERVER=WEST
6. The program modifies an MSSQL database and does zero or more of:
UPDATE table SET Group=West where UserID=50 and/or
INSERT INTO table VALUES (50, West) and/or
DELETE FROM table WHERE Group=East and UserID=50
7. The program restarts [login to view URL]
8. The program provides some messaging to user (e.g. "Successfully made changes!" or "Error:Could not connect to SQL")
9. If there is an error, the program sends an email to:someone@[login to view URL] with information in the subject and body
When bidding on this project, please tell me what programming language you intend to use. Please guess approximately how many lines of code will be required: 10, 100, 1000, or 10000 lines of code. If you do not include this number, your bid will be ignored.

I checked your project description carefully and very interested.
First of all, it will require around 400~800 lines of code and I am confident in every point you mentioned including:
1) running as admin
2) killing other processes
3) setting the registry key
4) executing SQL query
5) sending errors through email
I have a lot of experience in windows desktop application development using C#/VB.NET.
If you want, I can do in VB.NET but I strongly recommend C#.

I would prefer to use VB.NET for developing this application.
About how many lines: rather about few hundreds, more than 100 but less than 1000.
For sending email, there is needed to provide additional info, like SMTP server, port, login, password. I can test with gmail at moment.

I'm a Microsoft WIndows engineer with vast experience, working in well-known companies for a very long time.
I specialise in C++, which is what most of Windows it self is written in, and is ideally suited to this kind of "Systems/Admin" kinda utility, that requires Admin priviledges etc.
Shoudl be pretty straight forward to design and develop, using VC++ and the built-in MFC library.
Should not take more 1,500 - 2,000 LOC (Lines of Code) of VC++ code
I am going to use C# and I think it should be around 1000 LOC.
I have very good experience in C# and interacting with Windows Authentication, Reg Edit, Application Processes and MS SQL Query execution.
I believe MS SQL Connection String also can be hard coded, like the File path and Reg Edit path you mentioned.

Hello I have read your all requirements and I'm very confident for this job, a year ago i have done one job to change windows settings, registries through desktop application. I have hands on experience in development more than 6 years and its very very easy job for me to complete this work with few days.
If you need desktop applicaton then I'll use C# windows form, If you required web application then I'll use Asp.Net MVC by using Javascript. For all these points I'll try my best to write code Under 1000 lines. may be under 700-800 lines of code.
