redesign the master html code, create javascript and css

Hi I am looking for a experienced web developer and designer to go through my master html code - cleaning and correcting mistakes where pages are not loading. Where the script structure layout is incorrect, Where there missing tags, divs, navs and so on, Your second task is to create the corresponding JavaScript and css to form a fully functional web site, When design please ensure the website can be converted to a psd and that it is designed in such a way that accommodates for 50 users, and an admin panel(WORDPRESS) will be used to manage all content. To be clear your primary goal to make the website which is currently a html code render in the browser with css and JavaScript functionalities active, I do not have a server so NO URL link to the code. Instead I will provide you with the code as file attachments you will be expected to work from your server to test the code. Once the code is cleaned and you provide me a testing url where I can test the code. I will ask you to upload the cleaned, completed html code to a GitHub repo
