Freelancer/Employee scheduling app/website

I'm looking to create a subscription based freelancer/employee scheduling app/website. There will be 2 components to the app, "Business and Freelancer/Employee". Employees will have the ability to create a free account. This is their profile where they enter their skills, what type of work they are looking for, distance they are willing to travel, they can review and "rank" the business they did work for, set up their payment settings/accounts, upload certifications and documents, etc. Business's will create an account with a paid subscription that will allow them to create "Jobs or Events" and enter details such as: Date, Location, Time, Skills required, Pay rate, number of people required, etc. via either the app or website. Once the details are entered the event will be uploaded to the system and be pushed to the top rated freelancer/employees in the area with the required skills to have the ability to accept or deny the job. For every person that deny's the job it will send an offer to another in round robin style. Business's will have the ability to star/favorite freelancer/employee to give them first right of refusal for a job. Business's have the ability to rank and review freelancer/employee, this will move them up or down on the round robin job offering. Once a freelancer/employee accepts a job, it is added to there calendar. When they get to the job they have the ability to clock in/clock out or enter their time manually that will be sent to the business or job site manager for approval before being submitted for payment. Looking for full development from website, to iOS and android app, database and/or whatever is needed. Would also like to know what on going support for revisions, enhancements, bug fixes, etc costs. Not really sure what a project of this size would take for time or price.
