2 SEO friendly templates and SEO content writing Travel site

I want to apply new design to current site and lunch a new one, both travel related sites. So you need to deliver 2 different css/html templates with logos and buttons. Only clean SEO friendly code, no Joomla or staff like that. You should also provide few pages of text (content) for new site, nice SEO text rich with keywords but in keyword density limits. Text should be in English without spelling or grammar errors.
I will apply templates on servers with content as sites are dynamic PHP/mySQL and I do all the programming (but I don't have sense for graphic -:)).
I also looking for good SEO specialist for long term service as new site will need a lot of SEO/marketing/links/articles etc. This is of course separate of this project and this project budget.
