Web graphic artist

I would like to overlay an animation of a vehicle (can be simple black/white) with company logo on side of vehicle stopping at other 'buildings' across the bottom of the screen, then something changes on that building. Example: first building (house) in darkness, then after the vehicle has stopped there, the light comes on, then the next building has a flood, and after the vehicle has stopped there, the leak has stopped, then maybe the next one gets the roof repaired etc, etc
