We focus on medical electronics, during last year we developed several EMG and ECG sensors, PPG sensor, currently we work on electric stimulation device which details I can't disclose but it also requires feedback from electrodes and applies controllable current. Your project isn't as simple as it may seem - design of the first PCB version really is not complicated, but it can't be done without proper microcontroller program, and microcontroller has to communicate with smartphone in some way, without this whole device will be more or less useless (I assume your main goal is to be able to experiment - so you need very advanced control over stimulation). Also, without feedback measurement it doesn't make much sense - at the very least we have to control current, but also it may be reasonable to capture ECG and display it on smartphone, but this depends on your goal. Proposed budget is a rough estimate and exact cost has to be determined after we'll discuss details.
