Web scraping with c# and machine learning a must

Looking for a professional web scraper that will work with me on a few projects (two different websites/manufacturers) using whatever program you want to use python w/BeautifulSoup & Request or whatever you think is going to work. I just have to be able to run the project from my computer. I have a .csv file with over 200,000+ items (one for each manufacturer) that need prices that are not provided freely but can only be provided via a secure web portal. This is a simple project with less than 30 lines of code. You will get a sample csv that will be used to insert into a field and you will scrape only 2 output data fields. "number (provided), cost, list". Your script will need to the following: load the manufacturers web portal via Internet Explorer with compatibly mode enabled (no other browser will work) log into a website navigate to a different page loop, ( insert number from csv and send 'enter' command to display the data (no button, must use 'enter' key) scrape two fields (cost, list [remove $ from number]) output scape to .csv. reload page to get new input field ) I am asking the person who accepts this project to sign a NDA.
