Raspberry Pi Program. Pick to light and bluetooth voice announce

I want a python or similar program that will run on a Raspberry Pi. Each Rpi will be fitted a stack of six, 8 relay boards ([login to view URL]) - to drive 48 LEDs.
The RPi will have a USB barcode reader attached. The process will be:-
Read Barcode
Make a database lookup for the barcode and in a MYSQL database and return a lookup value from another field in the same table. i.e. Lookup barcode '123456' return a value in the 'Field Depot' - this value is (say) 36
The program will then need to turn on RELAY 36 (light the LED) and send out a voice command to a Bluetooth headset and say 36.
The process then repeats and when the next barcode is read Relay 36 switches off and the process starts again.
