what you will need is a camera with at least 120fps if your object is moving at 4000mm/sec if your horizontal field of vision is 30mm. you can decrease the frame rate of camera accordingly if the field of vision is bigger. as for hardware, you have to look into your options like Intel i7 6th gen (minimum) for image processing library you may need something open source like opencv. now let's talk about programming language it's going to be c++ as your application is performance based. there is no need for any machine learning and or fancy algorithms. all you need to do it a plane binary threshold, some morphological open and close then apply a simple find contour to your image. your opencv would be optimized with Intel TBB and MKL for performance and that would provide you with a processing speed of 5ms for upto 20 objects in frames. with all these said I will need more description of this moving object to exactly build the application. feel free to contact me.
