C# Application to Write and Read Fingerprints From Scanner to Database

I need an small application built, preferably as a visual studio project that is able to enroll and create fingerprint templates that will take a user's name, id, and fingerprints and save to a sql database and at the same time be able to search the same database and find a user by their fingerprint and confirm identity using the same fingerprint scanner. The model of scanner being used is a Secugen Hamster Plus. Any compatible SDK can be used but the SDK must be free to use.
