PDF based on rails application data - ThinReports gem

Need to create a rails rake task to generate pdfs based on pre-existing data in a format that will be provided.
Rails based application (exists and in git source control), which needs a rake function to generate a pdf based on optional parameters to filter the results (by state or country). Output will be to local tmp directory.
ThinReports gem to be installed and used to create a template to match existing (see attached) that will be repeating the data in 3 (columns) x 11 (rows) grouped by states and country. A single template for a given group (i.e ACT) and the single pdf will have a header for each group section (can start on a new page).
The final result will be a ReportsHelper that can be called from rake function. The ReportsHelper class will have the logic to extract the data based on the filter options, generate the report by calling the ThinReports generator/template and save the file to local tmp directory (filename to have date stamp in it).
