Interaction with other Application using vb.net Application

I need to create an application "A" that is able to load an .stl or other 3D file, open it, and then "paste" it over a 3D viewer, previously loaded with other 3D file, of another windows application "B".
After the "layer sovrapposition", every mouse action made by the user, it will executed on every 3D viewer, f.e. the "scroll in action" will zoom in the 3D image in the viewer of "A" application and contemporarly in the "B" application.
N.B.: the background of the "A" application must be transparent...
In order here the steps that the user will follow:
1. Launch the application "B" and load the [login to view URL] file,
2. Launch the application "A" and load the [login to view URL] file,
3. After choosed the [login to view URL] position over the [login to view URL], the user will click on a "lock" button of the "A" application form,
4. Now, all the mouse commands made on application "A", will be replicated on application "B".
